Improvements to workflow editor

When editing a workflow it defaults back to the very top of the page. It would be much quicker if it didn't do this so you can make changed more quickly

Hi Cate -> the 'jump to the top' issue should now be resolved. Ben.
the way it does this at the moment doesn't feel very natural.
